Scholarship now available as an admin only feature

Clients can now use our new scholarship feature's administrative tools without offering scholarships to registrants during registration. Offering scholarships was a standard part of the feature but it is now optional. Look for the Y/N option in the scholarship setup feature setup interface in registration setup.
